RSF Announces Rival Government Amid Escalating War in Sudan

In a major escalation of Sudan’s ongoing civil conflict, the Rapid Support Forces (RSF) and their allied factions unveiled a parallel government on Saturday. This move, strongly opposed by the national army, further divides a nation already devastated by over 27 months of war.

From Nyala—the largest city in the Darfur region, now under RSF control—leaders introduced a new 15-member presidential council, appointing RSF chief General Mohamed Hamdan Dagalo, widely known as Hemedti, as its head.


A Shadow Government Emerges

The newly declared “New Sudan” leadership includes:

  • Hemedti as President of the parallel council
  • Rebel leader Abdel Aziz al-Hilu as Deputy President
  • Civilian politician Mohamed Hassan al-Taishi as Prime Minister

Governors for various regions were also appointed, including areas currently under the control of Sudan’s military—a move seen as both symbolic and provocative.


Army Rejects RSF’s Move, Warns of Continued Conflict

The Sudanese Armed Forces, led by General Abdel Fattah al-Burhan, condemned the RSF’s announcement, calling it illegitimate. Burhan’s administration vowed to continue fighting until it regains full control of the country.

Clashes remain especially intense in central-west Kordofan and al-Fashir, the traditional capital of Darfur. The military has regained ground in the central region but faces ongoing battles in strategic locations.


A Country on the Brink of Partition

Analysts warn that this parallel government could push Sudan closer to de facto partition, with competing administrations backed by rival armed forces. The RSF claims the new government reflects a secular vision for a “New Sudan,” while critics argue it risks splitting the nation permanently.

In February, RSF-aligned political and rebel leaders laid the foundation for this rival government, signaling a broader push to obtain international arms support and challenge the army’s claim to national legitimacy.


Historical Rivalry: From Unity to Open War

Hemedti and Burhan previously shared power after the fall of long-time ruler Omar al-Bashir in 2019. But a joint coup in 2021, meant to sideline civilian leaders, later triggered a deadly fallout between the two generals over troop integration and control of Sudan’s future.

Since then, the rivalry has plunged Sudan into a full-scale civil war, marked by widespread violence, political instability, and economic collapse.


Global Sanctions and Accusations of War Crimes

Both leaders face international sanctions:

  • The U.S. sanctioned Hemedti in 2024 for alleged involvement in genocide.
  • Burhan was sanctioned in January for choosing war over peace talks.

The international community, including the United Nations, has condemned the conflict, warning that it has already killed tens of thousands and driven millions from their homes.


Humanitarian Crisis: Half of Sudan Faces Hunger

Sudan is now enduring one of the worst humanitarian disasters in the world. According to the United Nations, more than half the population faces hunger or famine. Health services, infrastructure, and access to food and clean water have collapsed.

Meanwhile, both rival governments are pushing forward: the army recently appointed its first prime minister and full cabinet since 2021, in an effort to reinforce its legitimacy.
