Russia and North Korea Strengthen Strategic Partnership with Mutual Defense Treaty

Russian President Vladimir Putin has signed a treaty establishing a strategic partnership with North Korea, including a mutual defense provision, as outlined in a decree published on Saturday. This new agreement, signed in June by Putin and North Korean leader Kim Jong Un during a summit in Pyongyang, commits each country to assist the other in the event of an armed attack.

Russian Lawmakers Approve Mutual Defense Treaty with North Korea

Russia’s parliament fully ratified the treaty over recent weeks, with both the upper and lower houses giving their endorsement. Following the legislative approval, Putin’s official decree confirming the ratification was posted on the government’s website, marking the treaty’s formal adoption.

Closer Russia-North Korea Ties Amid Ongoing Ukraine Conflict

The partnership marks a notable step in strengthening Moscow’s relationship with Pyongyang since Russia’s full-scale invasion of Ukraine began in February 2022. Reports from South Korea and Western intelligence suggest that North Korea has supplied Russia with military equipment and ammunition, and Ukrainian forensic experts claim to have found remnants of North Korean weapons at sites impacted by Russian attacks.

Alleged North Korean Troop Presence in Russia Raises Questions

Ukrainian President Volodymyr Zelensky recently claimed that North Korea has sent approximately 11,000 soldiers to support Russia, with some reportedly injured in combat with Ukrainian forces in Russia’s southern Kursk region. However, Russian officials have not confirmed the deployment or presence of North Korean troops in Russia.

As Russia and North Korea solidify their alliance through this mutual defense treaty, their growing military cooperation is drawing international attention. This agreement highlights shifting alliances and raises questions about the potential impact on global security amid ongoing regional conflicts.
