Karnataka Government Prohibits Tobacco Use in Government Offices

The Karnataka government has implemented a strict ban on smoking and the use of tobacco products by government employees within office premises. The Department of Personnel and Administrative Reforms (DPAR) issued a circular on Thursday outlining the policy and warning of disciplinary action for any violations.

Health Protection for Staff and Public

The circular states that the government is addressing reports of tobacco use within government offices, despite previous health warnings. In the interest of safeguarding employees and the public from the harms of passive smoking, the circular mandates a complete ban on tobacco products, including cigarettes, gutka, and paan masala, within government office spaces.

Clear Signage and Penalties

The DPAR has instructed offices to display clear signage in appropriate areas to reinforce the policy. Violations of this directive will lead to disciplinary actions against employees found consuming tobacco in office premises.

Legal Basis for Tobacco Prohibition

The circular cites the Cigarettes and Other Tobacco Products Act (COTPA), 2003, which prohibits tobacco use in public spaces, and Rule-31 of the Karnataka State Civil Service (Conduct) Rules, 2021, which bans the use of intoxicating substances in public places. Both regulations aim to promote a healthier work environment and reduce public exposure to tobacco-related health risks.

This new policy reflects Karnataka’s commitment to improving workplace health standards and supporting tobacco-free government environments across the state.
