The scandal, which surfaced in early October, exposed that dozens of officials in the western region of Khmelnytskyi had falsely obtained disability status to avoid military service, leading to widespread criticism and calls for accountability.

The false pension scandal in Ukraine has drawn attention to the manipulation of disability permits, which allowed public prosecutors and other officials to claim special pensions and avoid the ongoing military draft. Kostin, addressing the nation on Tuesday, stated that the situation was “clearly amoral” and confirmed that he would step down to take responsibility. Scandal Details

The false pension scandal in Ukraine was first uncovered in the Khmelnytskyi region, where at least 61 public prosecutors were found to have received disability permits, with 50 of these permits granted before the war with Russia. Kostin launched an investigation that revealed widespread abuse of the system, with officials exploiting loopholes to secure exemptions from military service. These disability permits enabled some officials to receive special pensions and avoid being drafted into Ukraine’s military, despite being physically capable.

The revelations came amid an already strained system due to Ukraine’s ongoing conflict with Russia. Mobilization laws have expanded the age range for military service, making men between 25 and 60 eligible. The discovery of widespread corruption in the issuance of disability permits has sparked outrage, particularly among soldiers and citizens who have endured the hardships of war without seeking fraudulent means of avoidance.

Zelensky’s Response and Reforms

In the wake of the false pension scandal in Ukraine, President Volodymyr Zelensky responded swiftly by dismantling the medical and social commissions responsible for granting disability status. Zelensky has issued a decree to reform the system by the end of the year, ensuring that the process is fully digitalized to prevent future abuses. He expressed frustration with the existing system, emphasizing that while some people with legitimate disabilities struggled to receive the appropriate recognition and support, others exploited the system through bribery.

“There are hundreds of such cases of obviously unjustified disabilities among customs, tax, pension fund, and local administration officials,” Zelensky said in his evening address, indicating that the problem extended well beyond the Khmelnytskyi region. He has called for a thorough investigation into the scandal and vowed to hold all involved accountable.

Investigation and Legal Action

The Security Services of Ukraine (SBU) has been actively involved in the investigation, revealing that 64 officials within the Medical and Social Expert Commissions are under investigation for their role in issuing fraudulent disability certificates. The SBU confirmed that nine individuals had already been convicted, and over 4,000 disability certificates had been canceled as a result of the investigation.

Kostin’s resignation amid the false pension scandal in Ukraine has intensified the focus on systemic corruption in the country. The scandal comes at a critical time as Ukraine continues its military efforts against Russian forces. Soldiers have voiced frustration over the challenging conditions on the front lines, including a lack of reinforcements and relentless days of heavy fire. Meanwhile, prosecutions for desertion have surged, with over 30,000 cases reported this year alone, a significant increase from 2022.
